Hi, I have a recording with two voices, and one of them is too quiet. How can I bring both voices to same level of audition? My editor is Audition CC. Thank you for your help

What is the file format of your audio track?
Are the voices panned left and right in a stereo file?

originaly was an video flv file but changed in aiff file. the voice are not panned in a stereo file.
Try a little bit of compression to even things out. Here’s a video I created recently about different audio compressors and (in my opinion) the easiest one to get started with in Adobe Audition - the Single-band compressor:
